President of the PM Conference in 1930, born in Manchester. He was General Secretary of the PM Church 1924-1929. At the 1931 Methodist Church Congress he gave a presidential address on 'Fellowship'. At Methodist Union in 1932 he became Chairman of the Bournemouth District. He died on 19 August 1969. His two sons entered the PM ministry: Frank Musson Kelley (1894-1984) in 1917 and Harold G. Kelley 1897-1988) in 1920.
